[internal] Move `irtuntime` and `cgroup` to memory limiter processor #9158

The internal/iruntime and internal/cgroup folders are used by both the memory ballast extension and the memory limiter processor. Since the memory ballast is going away, we can move these to the memory limiter processor folder.
