Create versioned shared libraries #275

In accordance with PR for generating versioned shlib for otel-cpp - https://github.com/open-telemetry/opentelemetry-cpp/pull/2109, this PR adds changes to optionally generate versioned shlib for Geneva Metrics Exporter.
