The GH approvers and maintainers groups are referenced to avoid duplication.

Ah actually wait: let's put this into .github -- that's what all other OTel projects seem to be doing.

Actually, the repository that I looked at has CODEOWNERS in the root directory (open-telemetry/opentelemetry-go). But it makes more sense to put it into .github/.
