Provide grafana dashboard for otel ebpf metrics #242

as https://github.com/open-telemetry/opentelemetry-ebpf/issues/186#issuecomment-1823745660 finished, this chart allows users to deploy otel-ebpf/network and capture network metrics, but there is no place for visual queries.

So, I think it makes sense to provide a rich dashboard in chart that users can use right out of the box.

Describe the solution you'd like

  1. add grafana dashboard in opentelemetry-ebpf/network repo first. maybe we can hold it in ./dev/ dir.
  2. copy it into opentelemetry-ebpf(opentelemetry-network) chart

I'm thinking about this right now - i've just discovered this project, and I can't find any documentation about what data this project can give access to. I'll run the helm chart in my lab and see what's available, might even prepare a dashboard if there isn't too much data to go through
