Issue on phive repo about different versions vs php requirements: https://github.com/phar-io/phive/issues/426 And, the tests will fail in actions until we build new images containing phive + tools.

this is a PoC for maintaining most of our build tools via phive, which installs them as a self-contained phar archive rather than in the vendor directory. This should resolve the dependency issues we sometimes have between common dependencies of the test tools (eg nikic/php-parser). There is one wart though: phive doesn't seem to be smart enough to install tools on the PHP version that they can run on.
