Add genai contributing guidance #2944

Adds guidance on how contributors can contribute to genai-related instrumentations and issues. Also adds a new genai folder to keep all genai instrumentations under (folder name pending) and moved openai-v2 instrumentation into it.

@lmolkova I have added you under initial component_owners.yml to be tagged for all PRs underneath that folder if that is okay with you :), let me know otherwise.

Also moving @ocelotl to emeritus maintainers.
