Renaming Package names to io.opentelemetry.sqlcommenter #26

This PR in general renames the package name from com.google.cloud.sqlcommenter to io.opentelemetry.sqlcommenter. We have removed the uploadArchive build rule from gradle file and will incorporate the nexusPublish rule used in opentelemetry-java* in the next PR.

Verified with unit tests that all works fine.
