feat: add opentelemetry extension for marginalia #37

Copied the marginalia-opencensus and modified the codebase to be opentelemetry compatible.

The structure of lib and test case are identical to marginalia-opencensus. Although the gemspec information need to be updated based on opentelemetry policy.
