SwiftMetric to SwiftStableMetric Shim as Metrics v2 is in GA #514

Need a SwiftStableMetric Shim under https://github.com/open-telemetry/opentelemetry-swift/tree/main/Sources/Importers as the current Shim does not cover the new Metrics spec.
