Add an 'Events' section to the Community page #2231

As more formal OpenTelemetry events occur, it'd be great if we could collect them on the Community page under an events subhead or subpage. This would be useful both to promote upcoming events with an Otel presence (such as KubeCon EU/NA, etc.) but also Observability Day, Community Day, Meetups, etc.

We should also put it under /docs/concepts/signals/events to confuse people

hey @joeshajan, we are not assigning issues, see our contributing guidelines for more details , just go ahead and provide a PR for it.
