[outreachy] Registry: add filters for search #5309

Outreachy task for @taylorhelene

Based on your user experience report, please provide the following suggested improvement via a PR:

Improve/Add the filtering capabilities of the search bar. Make suggestions how an end user can add filters to their search, including "deprecated", "native", "first party", "license". Also include the existing filters in your considerations.

Note: This is an assigned issue for a participant that has completed the user experience report, if you are an outreachy participant as well, find instructions here: #5290

I have added a flags filter. Here is my pr: https://github.com/open-telemetry/opentelemetry.io/pull/5328. Please review it and add any more details and tests I may have to remove or add.
