Review hardware metrics and attributes #1071

Hardware metrics may need some improvements mostly around naming see comments on the https://github.com/open-telemetry/semantic-conventions/pull/1030 for more context

Specifically:

@dmitryax I am working on follow up PRs for hardware metrics, I think @bertysentry is also in sync with it
