Set up github ISSUE templates

We should create templates for the following:

• [ ] Bug/Issues with current semantic conventions and/or tooling
• [ ] Project proposal for starting new working group in a semantic convention area
• [ ] Feature request for existing semantic convention area (maybe one for each area that have approvers)
• [ ] Feature request for tooling

The main thing I want to accomplish when we set this up:

• Make it apparent to folks proposing NEW semconv that
  • existing semconv areas have OWNERS/Approvers and they can submit easily
  • NEW semconv areas have higher barrier of entry. We should get them to first determine if an expert working group + project proposal are needed, rather than having lingering PRs that no one feels comfortable approving.
• Provide documentation for how to kickstart a Semconv Working group. I think we can start this template based on what we're doing w/ HTTP and improve it over time. I was planning to basically copy-paste the "project proposal" template from the specification.
