Collect data on contributors' trends #22

I think we need a bit of visibility on the contributors' trends and evolution before we set ourselves to some actions. For example, I'd like to be able questions such as:

How many contributors have we had in total since OTel started?
What's the YoY growth rate?
What's the median tenure of approvers/maintainers?
How often do promotions happen?
What's the approvers vs maintainers ratio (median)?

https://opentelemetry.devstats.cncf.io/ is our source of truth for that. Some of that data is available already, we might check if there are ways to add other displays of data as well

Other stuff we may want to gather:

Average length of contribution (distance between first and last contribution)
Likelihood of continuing to contribute after being named a particular role vs people with similar level of contribution
