This adds an additional step to the documentation that instructs the user how to fully add a new voice to their TTS configuration. There is also some rearranging of the existing content based on the additional information to (hopefully) provide better clarity. I also removed a broken link to the now non-existent docs at github.com/matatonic/openedai-speech/tree/main/docs
