Fixes #45

Adds news section to OpenZaak website. Sorts posts on date and filters post on language version
Add two example posts welcome posts
Add instructions to README on how to add news articles
Removed "About OpenZaak" from main menu as it is already linked twice on main page and to make room for News link

The styling could be improved and we could start thinking about tagging for a newer version.
