Fixes on Chiller and validation points

• Add design conditions for entering condenser water temperature/outdoor temperature and leaving chilled water temperature for Chiller data group.
• Add indicator that the COP is at AHRI rated conditions or other conditions and add data elements describing those other conditions.
• Add a flag to power_validation_points called "is_at_full_capacity" to identify points that are at full capacity.

For the second bullet, I decided to add rated temperature fields instead of a flag plus rated temperature fields and indicate the AHRI temperatures in the note. This seemed simpler plus different rating conditions are possible for IP and SI rated chillers. Addressed in update to 0.0.20
