Suggestion to Relocate Weather to child of RMD #238

Location of the Weather data group as a child of RPD has the potential to force an aspect of ruleset checking onto the developers of RPD Generation tools. If different Weather is used for various RMDs, it is up to the developers of RPD generation to make sure this is caught.
