As a means of deciding if a data element more appropriately belongs under the RulesetProjectDescription vs. RulesetModelDescription, I propose that the primary consideration be a modeler's ability to model that parameter differently in a baseline, proposed, or user model. If it is at all possible for the modeler to do it differently in different models then it should be able to be described separately for each RulesetModelDescription. Currently, this would include reconsidering the location of calendar and weather data elements.
