Road id (link id): how to link an event with the road network

In order to have good data quality, event should be linked to a road id (to avoid confusion in case of overpass, etc.).

For the moment the format provides a field without much detail on how this work.

There are several options to link events with a referential road network:

• Use an URL pointing a known resource like Open Street Map. However, OSM elements IDs (and the corresponding URL) might change over time.
• Rely on an external referential system like OpenLR. However it links Open511 with another API and OpenLR relies on closed data like TeleAltas
• Allow the option to publish the road network within Open511 (e.g a new "road resource"). MTC SF plans to do so in its 511 API and some jurisdictions are already publishing their network in various formats.

For the moment, the last option seem to be the most promising.

Link to external resource (e.g OSM) is not feasible for the moment because of the lack of resource to do so and OpenLR seem difficult to implement in the API's context. So the only way supported is to link a local road resource.
