Agreed.
They probably have little capability to input manual information on the website. And the guys who move the cameras (to check on incidents) are probably not responsible for traffic information on the website... It could be done automatically, but that is another story.
The issue was raised of static media files related to a traffic camera which aren't just the camera image. A specific example is that the MTQ provides static wayfinding images to help you figure out which direction their apparently moveable cameras are pointing. (Why not just tell people which way the cameras are pointing or, better yet, get two cameras and don't move them? Good question!)
My hunch is that this is a relatively rare use case, and we should either not cater to it (if an implementor wants to do this, they should add a custom field), or just state that if you're going to include non-camera media files in the media_files section, they should come last.
