Include owner field in camera resource #87

camera/owner : FREE TEXT that names the organization name that owns the camera feed

Could you elaborate on the use case for this? Cameras already have a required jurisdiction field, which in many (but perhaps not all?) cases will correspond to the organization that owns the camera.
