Drowdown shoud only appear when multiple jurisdictions are covered by the instance.

Yes, that was the case beforehand too.

This is relatively low priority since none of our actual users now or in the near future need to create events in multiple jurisdictions. Our demo/dev environments do; there the button just defaults to creating an event in the first editable jurisdiction.
