Even if I cannot find it explicitly most of times there are requirements for something to be complient with a release. In order to check if the open5GS can be called compliant you have to check these requirements with the release you want it to be compliant. The fact that NBIoT was added in release 13 does not make it automaticaly a requirement since that release, as it is usualy not well defined the first it is introduced from the 3GPP.

Tried to find it but I was not able as there are plenty of technical documents and I am not familiar with most of them and theisr hierarchy as I am new to the 3GPP world.

The documentation sad that open5GS is Release 16 complient, this implic that need to support NBIoT or no? What mean Release 16 complient?
