use the last_updated to update the manifest index #4

as discussed in #3 moved to a separate issue: each sol on the manifest has a last_updated date. this could be used to identify sols that need to be reindexed

added additional code to use the last_updated to reindex commit: 550a194dbbe3eb3d861837fa224f9da1807a72f7 1e3a99a69eada030df047b789c66f30ea782ffcd
