Add possibility to flag airspace documents to not be removed on an country airspace import #295

Currently the logic will remove all airspace documents for a specific country if a country dataset is imported. It should be possible to flag specific documents to not be deleted during the process and still be available after the import.

Duplicate. Already implemented with "dataIngestion" flag which can also be used for this purpose.
