• utilization could fluctuate greatly and constantly, in that cases there should be no turn-off and turn-on ping-pong • it is not clear if/how repeated turn-off/ons could harm the devices (hardware); they have been built to be powered-on constantly; backoffice has no experiences with that

This requirement is covered. In general, there is an "original state" (no power saving). Sporadically we attempt to start power saving. In case of any problem, we keep/return to the original state.

(Additionally: Search and analysis of turning-off/on behavior is planned to be supported by a future logging module.)
