Support changes made to definition of application-name attribute for services

As per decision made on https://github.com/openBackhaul/ApplicationPattern/issues/1000#issuecomment-2301367531, the definition of "application-name" attribute has been updated from "find" to "find or update".

Change in implementation: Currently, if the application-name is not as same as existing value, the request shall be rejected. But now, as per definition change, the application-name shall be updated in the config file and notified to ALT.
