To limit the number of instance in tcp-server-list to 1 #904

As per the issue https://github.com/openBackhaul/ApplicationPattern/issues/649 , tcp-server-list instance for initiating the register-application shall be restricted with a single entry.

Issue merged to branch v2.1.1_impl as a part of the PR https://github.com/openBackhaul/ApplicationPattern/pull/967. Hence closing this issue.
