Mediator Instance Operations #16

Onthe Mediator instance manager, extension of below operations shall be helpful

  1. Stop one / all mediator instances
  2. Start one / all mediator instances
  3. Restart one / all mediator instances

All above operations should not change any configuration on the instances.
