Implementation to get the waitTimeToApprove from Interger profile instead of hardcoding the value #373

Currently , In implementation , While we are monitoring type approval channel(in index.js) the waitTimeToApprove is hardcoded .

Instead, we have to fetch the waitTimeToApprove from the integer profile .
