Retransmit logic and actual trace-indicator logic required for RO Test suite forwarding's and Request notified

as per #718, currently test-suites check if the callback is including the trace of expected trace-indicator and not the exact trace-indicator. The logic to be updated to check for exact trace-indicator.

as per #719, include Retransmit logic code for 3 times with waiting period of 3 seconds each time.
