/v1/regard-application process to be defined #520

If updating ALT, OKM would result in a smooth /v1/regard-application process the RO has to change the way of informing TAC components about new applications.

Callback ApprovalNotification in /v1/notify-approvals must be expanded from a simple broadcast of notifications towards a process of callbacks that are addressing ALT://v1/regard-application, OKM://v1/regard-application, RO://v1/regard-application and so on in a concrete sequence that is also regarding the success of previous steps.

Sequence for addressing the /v1/regard-application at ALT, OKM, EATL etc. has been added.
