Mechanism to handle 2 consecutive regard application request #578

While testing the overall regard-update-approval-status , noticed that RO after receiving register-application and regard-update-approval-status 2 times , parallelly its creating the registered application's fc-port instances twice resulting in having non unique uuids in the fc-port(s).
