AcmThresholdCrossAlarmType::amountOfSeconds should have a default value.

Proposal xltsLevel : Integer = -1

Please also see issue #38 There it is proposed to rename AcmThresholdCrossAlarmType::amountOfSeconds attribute towards AcmThresholdCrossAlarmType::secondsForRaisingAlarm

Decision made on the 5G-xhaul-call on 7th of April 2021: Adding default value secondsForRaisingAlarm = -1
