CIR, PIR, CBS, ... definition on queue level #44

The current modeling allows configuring maximumInformationRate, maximumBurstSize ... on interface level. Some devices are supporting configuring these values on queue level by associating a profile, which can be shared with several interfaces at the device.

=> Another profile definition plus reference to this profile inside the EthernetContainerConfiguration would be required to allow configuring these values at these device types.

Briefly discussed on Thursday 24th of June 2021. Were not sure to spend the effort, because level of demand in unclear. Should be discussed on a Tuesday call again.

Discussed the issue on Tuesday 13th of July 2021. Agreed to put it on hold until there is a stronger demand.
