unit stereotype should be used to express "s" for seconds.

Decision during the LF ONMI x-haul call on 11th of September 2024:
The comment at the EthernetContainerCapability::maintenanceTimerRange attribute shall be complemented by the following formulation: "Values shall be expressed in seconds. The time unit shall not be mentioned in the string.".
