tile dissemination script

We want to easily view and inspect cropmap tiles. OpenEO signed url's expire, so don't really work yet for persistent sharing.

Proposed solution:

• upload tiles and stac metadata to artifactory
• generate a VRT

Should allow us to open the VRT in tools like QGis, to inspect the map without downloading all tiles.
