Includes this, that voluntary private committers are not allowed? When such people in future exist, and they are highly active, I disagree with that proposal.

If this only means to check, whether somebody subscribe with wrong information, it would be ok.

No, they difference is: Committers from companies which signed the PCA do not need an additional committer agreement Private committers need to sign a dedicated committer agreement
