11 years ago issue 1: the training process is added to the supported documents in section 1.5 and the corresponding reference is included in this paragraph
issue 2: the competence matrix template is added to the supported documents in section 1.5 and the corresponding reference is included in this paragraph. Regarding to the WP leader issue, the text was written taking into account the eclipse development process / open source principles. I changed the Project leader notation to Top_Project/WP leader

The identification of needs will be performed by the project leaders, the PMB and the Quality Manager." --> what i miss is a link to process that indicate how the openETCS management manage the training process
section: "Committers assignment and responsibilities" slide 14 --> Issue 2: "Each project leader is responsible for establishing and publishing the specific required competence matrix for the project (Chapter 4). This matrix will be updated in response to the demands imposed by the evolution of the project." --> This not true. this done by the WP leader. --> what i miss is a link to process or a Template, which the WP leader may use to establish and publish the specific required competence matrix for the project.

A database will be maintained and assessed periodically by the Project Leader. This database will contain the coordinates of the expert, his/her role in the project and a basic explanation of adequacy." --> This not true. this done by the WP leader. --> what i miss is a link to process or a Template for the mentioned database. --> what i also miss is the process to be elected as expert
--> Issue 5: "In principle, two of the OpenETCS project results (Software and Tool Chain) are to be CEN SIL 4 certifiable" --> Please be careful CEN is not CENELEC
