Issues for annex E of the QA Plan Part 2 #43

--> Issue 1: In my honest opinion, i think software maintenance is out of scope of the openETCS project

--> Issue 2: Please, where requirements in the last table in annex E: "Quality mechanisms for Safe deployment" come from? i can trace them.

issue 1: Yes, we agree but we also have a product life-cycle (section 3.2) . This is an issue to be discussed

issue 2 again: i can see the table in the EN50128:2011
