As you have said Michael, the templates are in the TODO list and we expect to have them prepared by the end of the next week. I have also updated the backlog.
The idea is to have a list of templates ready to use in the Review Process so
In this way, whenever a Product Owner needs to launch a 'Planned review process' he/she shall complete a Review plan downloading the related template in LaTex format; fulfill the required fields and put the document in pdf format in the directory where the document under review is.
A summary of the plan shall be provided in the Review issue opened to launch the process; and once it has been finished, the Review plan shall be moved to the ‘Review plans’ directory.
In this way, the Product Owner shall have an editable version of the template to work with it directly; and in the wiki, the browsing and linking shall be possible to locate the templates.

Finally, a unique template is available for all planned reviews so the process of planning is simplified.
You can find the template in https://github.com/openETCS/governance/tree/master/Templates and the corresponding reference in the Review process document.
The process mentions templates (Annex A1), but does not provide them (I assume that this is on the TODO list). I strongly suggest to use wiki pages and wik syntax for this purpose, as this is the only technique that allows browsing and linking.
