Bundling Java with openETCS #83

We discussed about this issue here in the team. We came to the conclusion a release of Bundled software (e.g., oETCS with Java) can be released when some aspects are to be considered:

  1. The release is not on Github but on another media
  2. An appropriate disclaimer is used on the download page. @KlausRuedigerHase promised to clarify the issue..
