Open, collaborative process to establish the evaluation matrix

I understand you have started to work on the matrix, however, all stakeholders of the project should be allowed to participate in the drafting and review of this matrix. This matrix should not be presented in the Munich workshop, without having being discussed on the WP2, WP3 and WP7 mailing list.

I therefore think that this matrix should be put in GIT in the https://github.com/openETCS/model-evaluation repository, as a .tex versioned-control document, So that we can collaboratively contribute, review and comment. (Maybe it is already the case, sorry if I missed it).

Could you confirm that it shall be the case?

I think there is 3 points here. 3 differents issues will be more practical to discuss on the points.

I agree, thanks! I'll split them. Done, splitted in 3 issues. Can thus be closed.
