I agree with you, but it can get very complex to evaluate business and especially community aspects.

Which criterias do you have in mind:

• typ of license
• size of community
• current applications/ projects ...?

Maybe we can get a small number of conclusive criterias.

It is a good question. I would propose:

• business model around proposed language / tool
• business projections (contract value, type of contract, etc)
• prospective customers
