SysML / F2.4: TrackAtlas #759

Dear @JakobGartner

with respect to #489 , #651 , openetcs/product-backlog#71 and openetcs/product-backlog#32 we urgently need the SysML model for component F2.4: TrackAtlas.

For creating the SysML model please follow the guideline available at https://github.com/openETCS/modeling/wiki/Import-a-%22SCADE-Suite-project%22-to-a-%22SCADE-System-project%22 . Relates to #489

@JakobGartner A complete SysML was promised to WP4 for last friday already. However, we are still missing the TrackAtlas SysML model. Since the TrackAtlas is a central part of the OBU model please take action on this asap.
