TIU-Interface: Explicit Powerstatus is missing in the definition #899

In the current definition of tiu input we miss the power-status. To differentiate between power-states and to avoid an explicit interface change I propose to use the following workaround:

Mode_control_and_train_status_T: the valid flag false indicates no power
cab-open is indicated by cab_status.
