Integrate the Scade API #446

From #420 and the US-Luna-Migration and US-SysML2ScadeSuite, we need to find away to integrate the Scade API.

From, https://github.com/openETCS/toolchain/issues/420#issuecomment-57424971 a good solution will be to have an update site fromEsterel.

We need a confirmation from Esterel.

Tempory solution for Scade licence owner from @astante :

I have created a update site and some documentation at:

https://github.com/astante/openetcs-updatesite

This update site could be used for early evaluation and feedback. I have tested it with the current version of our OpenETCS toolchain.

But this do no provide any solution for the SCADE API ...(reference to local file is NOT a solution for remote builds)

Any news regarding this issue? I reassign the issue to @Farhangi as he has contact to Esterel.

I believe this is now obsolete, as we have no resources to pursue this approach.
