Merge @arturoc's Makefile refactor work. #70

I am still in the process of testing all of this, so don't merge it quite yet.

I have put this through the paces and fixed a few small issues. @jvcleave could you test it out as well? If it works, then go ahead and merge and keep marching forward!

Functionally, it works the same as the old version, but the files have been consolidated a bit.

I am assuming makefile_example is the one to use? That one works for me.

I just added this to some other examples I have and they are working. Should we scrub devApps of the old ones?

yes, the differences in the projects is that now the makefile is Makefile and the config files is called again config.make so it's compatible with old projects
