Support for resource file hierarchies. #1326

Up until now we disallowed resource file hierarchies because XMLVM flattened 
them.  (That was totally fixable, btw). Now that we're moving into a new era 
with the new VM I think the world is ready for resource file hierarchies.  
Without it, it is very difficult to make use of any HTML libraries as part of 
an app.
